Yes, this is a known issue with the K2H EVM and has been published in section 8.2 of the known issues archived by the board manufacturer on their website:

This issue can be resolved by doing a UCD firmware update through the BMC using tools provided by the board manufacturer. Look under Software and Firmware section for the power management firmware binaries.
The python based update tool is also available from the Website under Support and Download Rev1.0/Rev1.1 Tab. documentation to update the firmware is described in the documentation included with the tool under :

SOC restarts from pressing the BMC reset button are not robust on all platforms. SOC starts from a power cycle are robust now that the UCD firmware has been updated. You indicate that you also have robust operation from a cold start. Please continue using the EVM from a complete power cycle.

i am having another similar EVM purchased along with this EVM but it is working fine with reset and complete Power recycle what may be issue in this EVM is their any hardware issue

It is assumed to be a hardware issue in the implementation of the power sequencing and control between the BMC and the UCD9090. Several of these signals are floating or slowly decaying when the SOC power is turned off. This then causes the BMC to falsely report a failure during the subsequent start-up sequence. This has never been fully debugged on this EVM. The 66AK2E05 EVM that was designed after this one had this reworked extensively (BMC control code, UCD9090 programming and pull-down resistors on these control signals). The 66AK2E05 EVM robustly works through a BMC reset.
