K2L device with security accelerator enabled means that there is a hardware security accelerator integrated in the soc. See Section 3 Device Characteristics from the device Data Manual:
"(2) The Security Accelerator function is subject to export control and will be enabled only for approved device shipments."

If SA is enabled,should we encrypt and send data?

Yes, if the SA is enabled you can use it to encrypt/decrypt data. See 11.17 Security Accelerator in Data Manual & KeyStone II Architecture Security Accelerator 2 (SA2) for K2E and K2L Devices User's Guide (SPRUHZ1).
