TMDSCSK388: DM388 Camera Starter Kit eagle files are not opening/corrupted

I'm trying to open the EAGLE board file that is part of both the TMDSCSK388 Reference Design (Rev. A) AND the TMDSCSKCC Reference Design (Rev. A), both return the errors:

Loading <file location>/sprr247a/Layout/MS_TI_CSK_TMDSCSKCC_BRD_PRDN_REVA.brd ...

Error:

line 1, column 1: Start tag expected.

I'm using Autodesk Eagle Version 8.3.1. I have also tried opening it with CadSoft Eagle version 7.6.0 with the same error.

Am I doing something incorrectly or are the files on TI's servers corrupted? If so, how can I get a non-corrupted version?

I can open them in a Cadence viewer. So, I can't open these files in a program that can edit the boards/schematic?

I need an answer as soon as possible. I need to know if I have to replicate the schematic by hand or if there's some way to edit the files given by TI.
