Now I want to use QT on DM8148 with IPNC RDK3.8, I didn't find any relevant information， could you give some help?

Hi Xiaobo,
IPNC(IP based Network Camera) package are generally used for streaming videos from Camera over Network.

But you can take the code and package from EZSDK, specifically Graphics SDK. I have not tried myself, but you consider this as starting point.

Though this content is not maintained, you can use it for reference, since evem DM814x uses SGX.
