Referring to the datasheet - SPRS647E –MARCH 2011–REVISED DECEMBER 2013
Table 4-11, pg. 160, mentions that the reserved bit19 must be written to the default value from table 4-13. The value varies from PINCNTLx register to register.
For whatever reason, the bit was set to "0" for every register in some legacy software.

You might have datasheet I/O timing violations. It is not recommended to change these from their defaults since the datasheet timings are only valid for the default settings. The defaults are the only settings which are supported.
