C8168 does not react to RESET, but reacted before.

The processor doesn't react to RESET signal. RESET_OUT always high. Earlier it reacted to RESET input signal. We use it without heatsink, but it is not hot but warm. Should we change chip if it doesn't react on RESET? In which cases it can not react to RESET signal?

    Does RSTOUTz go low during POR, when the power is cycled?

    It does sound like something is wrong on the board. That could be a damaged C6A8168, or a power supply problem, or clock, or any number of things. One choice would be to replace the device, of course, but that is a difficult task and it will have to be your decision based on your analysis of your board.
