IVAHD h264enc: Does it support MaxStaticMBPS?

Hi,

My customer wants to support MaxStaticMBPS in h264enc, but I can't find such parameter. 

Would you pls kindly advise if we can support MaxStaticMBPS feature in current IVAHD h264enc or if we can use other parameters in h264enc to support MaxStaticMBPS feature?

You can find more detail about MaxStaticMBPS in h241 spec.
