I am not aware of VLIB image rescaling function, but there are other resizing image techniques.  if you need to resize your image, you can check the image resizing method within a VB.NET image process project below:

Also, there is a "calccoef" utility associated with the "Understanding the Davinci Resizer" app note (SPRAAI7B) to generate coefficients and other resizer parameter structure values as below:
