I think, It is applicable to only for for 64 bit processors but OMAPL13x (OMAPL137/L138) is 32 bit so APP is not applicable to OMAPL137
If suppose, In your System has 64 bit processors along with OMAPL137 then you can get APP for whole the system.

In my understanding,
APP = W1 x R1 + W2 x R2 + … + Wn x Rn
where
n number of processors in the "digital computer"
i processor number (i,....n)
ti processor cycle time (ti = 1/Fi)
Fi processor frequency
FPOi peak number of 64-bit or larger floating-point operations performed per cycle for each processor in the "digital computer".
Ri peak floating point calculating rate (Ri = Fi x FPOi or Ri = FPOi / ti )
Wi architecture adjustment factor. For "vector processors", Wi = 0.9. For non-"vector processors", Wi = 0.3.
For OMAPL137:
Fi = 456MHz (refer data sheet)
Wi = 0.9 (vector)
FPOi = 0 (32 bit)
APP = 0 * 0.9 * 456x10^6 = 0
