Code Composer Studio v7.1 link is provided along side the RTOS SDK link:
software-dl.ti.com/.../index_FDS.html
Is this code composer stdio v7.1 is license free, means we do not have to pay any thing if we use this for OMAPL138 and processor sdk

Yes, All CCSv7 versions are free of cost as indicated here:

Even if you have older CCS versions, the license is now free as indicated here:

I have downloaded and installed processor sdk and ccs v7.1
In that processor sdk package i got dsp lib, sys/bios, mathlab, ipc and many more but i didn't get drivers for ERMAC, SPI etc
