Yes, the recent release of Processor SDK RTOS v4.0 supports TI RTOS on both the ARM and the DSP cores on OMAPL138.

Please checkout the section in MCSDK1.1 to Processor SDK RTOS migration doc that refers to the support for ARM9 devices added in this release.

What is it?
Is it's licence is free?
What is the relation between Processor SDK and TI RTOS

Yes, the Processor SDK RTOS is unified SDK for TI Processors which is available free of cost to download and can be used with latest Code composer Studio V7 (also free license)

Processor SDK RTOS is a single download to get all the components like TI RTOS, device drivers, register CSL, DSP libraries, Compiler and dependent components. with this package you don`t need to separately install TI RTOS and SOC components.

Is this code composer stdio v7.1 is license free, means we do not have to pay any thing if we use this for OMAPL138 and processor sdk

Yes, All CCSv7 versions are free of cost as indicated here:
processors.wiki.ti.com/.../CCSv7_Changes

Even if you have older CCS versions, the license is now free as indicated here:

Dear Rahul,

I have downloaded and installed processor sdk and ccs v7.1

In that processor sdk package i got dsp lib, sys/bios, mathlab, ipc and many more but i didn't get drivers for ERMAC, SPI etc

Ashish,

The drivers are provided in the PDK component (Platform development kit) under pdk_omaplxx_x_x_x/packages/ti/drv

I recommend that you review the Processor SDK RTOS training series and documentation to get familiar with the software.
