I try to be connected to PC. PHY (vcs8221) shows that communication is established (Link Up, Auto-Negotiation complete).

The computer in Windows XP shows that is connected on 1gbit.
I read the register SGMII_STATUS (0x02C40010), I receive number 0x30. I.e. LOCK and FIB_SIG_DETECT bit is set. But LINK and MR_AN_COMPLETE bits not set. In what there can be a reason? That means the set bit of LOCK.

The LOCK bit indicates whether the PLL for the SGMII interface is correctly set up and locked to a frequency.  The SGMII interface can't operate correctly until the PLL is configured and locked.
