Is it acceptable to use external 1.2V (fixed voltage) oscillator connected to OSCIN pin when DVFS is active? [Core voltage could be anywhere between 1.0V to 1.3V].

Yes ,you can use external oscillator with fixed voltage 1.2V when DVFS is active.
we have mentioned this in C6748 schematics check list as If supplying an external clock to the OSCIN pin make sure it is of the correct amplitude -- 1.2V.
