RTOS: SEVERE: TMS320C64+: Can't Initialize Target CPU: Failed to Created Board

Recently we have been seeing random errors after moving our TI DSP C6000 tools (v7.2.0) to AWS build servers, running Windows 2016 as OS.

The info below shows some errors reported by the tool while trying to run the DSP simulator.

The problem occurred only a few times, within hundreds of successful builds on the same setup.

Maybe you can suggest to us anything we might have missed or should look into.
