EMU0 in an indeterminate state

I have a C6713B that has the EMU0 pulled up to 3.3v however the voltage on this line is reading 1.2v. I've verified that the 3.3v rail is good. The 1.2v indicates that there is a voltage divider condition. This device has an internal pull-up resistor. When the external pull-up resistor is removed the EMU0 pin is reading 1.12 volts. I suspect some sort of internal hardware failure.

I'm wondering if anyone else has encountered this scenario or has an idea on what could be the cause.
