Is my chip has burned?

my ccs config like this  , i think it is 1mhz already。 

1.is it possibale that just the jtag pins have problem on the dsp but the other functions is good? because before this problem i have download a program in it, it use spi module and gpio, and it is still work. just can't download program to the chip, every time this problem come out...
