CCS/TMS320C6713B: Can't connect to board with CCS or the diagnostics utility due to bad USB VID/PID

I have several TMS320C6713B boards that I'm currently trying to program, but about half of them refuse to connect to CCS or the 6713 DSK Diagnostics Utility.

The boards that connect all report a USB ID of 0C55:6713, while the ones that I can't connect to all report 0451:9000.

Note that is has no correlation to whether or not the board actually works - these boards had previously been programmed with an earlier version of the software and deployed to the field, and all of their internal software diagnostics still pass just fine regardless of whether I'm able to connect to them.

However, in order to update the software version I need to be able to connect to them with CCS to run the firmware patch program. Of all the ones I'm able to connect to (those with ID 0C55:6713), I haven't had any issues, but I can't program any of the ID 0451:9000 ones at all.

It's unclear whether this is just an issue with the software not recognizing the devices, or if there is a deeper problem with the USB interface.

How can I fix this issue so I can program the other boards?

I'm currently running CCS 3.1.0 I've tried to find other newer versions, but I can't get any of them to work even with the 0C55:6713 boards so for

    Not sure. I'm just using the software that came on the CD included with the board. (Title "TMS320C6000™ DSP Platform / Code Composer Studio™ DSK v3.1 IDE", dated 07/12/05, part number 507849-6001A.)
    The release notes on the CD for TMS320C6713 DSK indicate release 3.01.0003 from June 2005.
    Code Composer Studio reports version 3.1.0, with Integrated Development "5.90.0.227 Texas Instruments", BIOS "cuda-4.90.02.10", and Code Generation Tools "v5.1.0".

    If there's newer software available that would solve my problem, I'd be happy to use it, but I haven't been able to find anything at all.
    I also don't have the ability to recompile anything - I only have the binaries, not the source code.

    This is a legacy DSP and legacy software which ships with this platform. The software was provided by the board manufacturer so please contact the board manufacturer for support. IF you have any device specific question, we can provide assistance.
