There is likely no relevant material for this - as VelociTI is almost a ~12+ year old terminology used for a few generational old c67x / older c6000 cores. Starting c64x/C64x+ and onwards we have not used that term.
You can find some mentions of this in the

Think of it is as TI branding on initial VLIW architecture.
