I think you are talking about USB OTG (On-The-Go).

This is a feature of some USB port that can be either host or device:

-As a host, you can plug a mouse, keyboard or any other device like a 3G modem.

-As a device, you can plug it to your computer.

A lot of Android device have this USB OTG.
