swapper process in kernel

Hello, On doing "top" in my target running kernel 2.6.37 I see that there is PID 24 named "swapper" which takes 99% usage. is these the idle process ? if so as I understand it should have PID 0, but I see that its PID 24. If someone is familiar with this subject I will appreciate your comments. Best Regards, Ran
