    I see no reason why the OMAP-L138 could not support connecting to the TL16C2550 UART. Figure 6-14 and 6-15 of the OMAP-L138 datasheet show similar timing diagrams and controls to Figure 11 and 12 of the TL16C2550 datasheet.
