C6678 H264 HP Encoder 720p artifacts

I am using the H264 HP Encoder to encode 1080p and 720p videos. I am using the example videos (airshow) that come with MCSDK_VIDEO. I have duplicated the original videos in order to have 30 frames worth of input instead of 5. I am using settings from the codecParams.cfg file located in the examples/transcode/testVecs/config folder in MCSDK_VIDEO.

When I encode the 1080p version, everything looks ok. When I encode the 720p version using the same settings, the output has blue and green artifacts that appear to be ghost images of the original image. I have attached a video of the output showing the problem I am seeing along with the configuration parameters that I am using. I have also added a screen shot of the issue to the end of this post.

What could be causing these artifacts and why would they show up in 720p but not in 1080p?
