H.264 interlaced output have flick issue

Dear Experts,

We are using DVR_RDK 3.5.  Codec is REL. 500.V.H264AVC.E.IVAHD.02.00.04.01.
(We can also support REL. 500.V.H264AVC.E.IVAHD.02.00.08.00.)
Input is 1080i, output is H.264 interlaced bitstream.

We meet a issue.

We have two camcorders. The SDI output will be encoded to two different situation.
As this figure (left side and right side).


Can you identify what's wrong in the SDI signal that cause this phenomena?
(What date affects to encoder?)

To reproduce this issue,
we will let bottom field to be the first encoded I frame.
When first bottom field become the I frame. It will cause this issue.
But one camcorder will have this issue, another camcorder don't have this issue.
How to find the signal difference between two camcoder?
Can you identify this difference by encorder side?

    In order to look into what might be possibly going wrong, we would like to have the complete set of encoder configuration settings for both the camcorders.

    Thx to your reply.
    We found that the SDI output of two camcorders are different.
    The camcorder with flick: Bottom filed has one line *** compares to Top filed.
    The camcorder without flick: Top field and Bottom field has same scene. No line shift phenomenon.
    We will confirm with camcorder's engineer at first.
    If this is camcorder problem, we will close this thread.
