what's your command line that runs xdc and what is the current directory? The error message is saying that you are trying to build an XDC package in a directory that doesn't contain any packages.

I don't know the answer to that question. This page http://www.ti.com/product/tms320dm648 mentions two evaluation modules, but I can't figure out if you can buy them and where. Anyway, that's not a SYS/BIOS question and you can probably get a better answer in this forum: http://e2e.ti.com/support/dsp/davinci_digital_media_processors/default.aspx.
