Can't create new Empty RTSC as shown in Bios MCSDK v2.x User Guide

I'm new to the C66 and the whole multicore/bios/ti-rtos/pdk/xdctools stuff.  Working on a C6678 Keystone 1. All the tools and RTSC stuff show up fine in CCS.

Trying to follow the example in

Searching the forums has added to my confusion.

First: the forums refer to fixes in sys/bios 6.4x.  I thought I had downloaded all the latest biosmcsdk-c66x dated 28 Feb 2013 from here:

but the version winds up 6.37.  Where does one get 6.4x ?

Second:  Do you HAVE to build the platform lib before trying to do this example?  I thought it was pre built, and I thought I found the correct libs.  The "led_play" example without RTSC worked just fine.  When I try and create a Empty RTSC project, I get : (note XDCTools is, I think, the most recent)
