Empty DSP/BIOS Project Build Fails--19 Memory Range Overlap Errors

This is continued from my post last week where I got forgotten after 02/24/2015. I was told by  Moses at TI to create an empty DSP/BIOS project and make sure it builds OK before going back to my real F2812 project that did not successfully import from CCS v3.3 and an old DSP/BIOS version. For this empty project, I'm using DSP/BIOS v5.42.1.09 and I get about 19 separate "memory range overlap existing" errors during linking. When I go to the project files to look for the overlap, I don't see it in the two cmd files (F2812.cmd & DSP281x_Headers_BIOS.cmd). The only other place I find memory allocations is in the tcf file. In order to test, I deleted the OTP section in the tcf using the config tool, then built my project and that one error went away--great. However, I'm having trouble understanding how to configure the tcf file. There is text in the tcf file, but the memory sections shown in the config tool with all the settings are not part of the text shown on the right-pane in the config tool. Please refer me to the proper documents and other related help files and tutorials for DSP/BIOS and tcf configurations. I especially don't understand how the tcf file is affecting the build like a linker cmd file, but without a cmd file.

I have another question related to the forum use. I see when I make a new post that I can attach a file. But after the initial post (for replies), I no longer see the tool bar that looks much like an MS Word tool bar. How then can I attach a file during a reply after the initial post?

    OK about using the other post. But please be aware that I'm working on a high-priority project and TI I think says most posts will have a reply within 48 hours and I didn't get a reply from 02/24 till 03/02, which is not really acceptable. Don't get me wrong, I highly appreciate your help but please don't leave me stranded for days on end not knowing if a reply will even come.
