I downloaded the TI DSP/BIOS 5.41.10.36 release for Linux from here:

I ran the installer, and it installed the software, but I couldn't find the tconf executable anywhere in the resulting directory.
According to your documentation SPRU007I, tconf should be supported on linux ("Tconf scripts are run by the tconf command-line utility. This utility is available on Solaris, Linux, and Microsoft Windows.") and should be a subdirectory xdctools, but there's no such subdirectory.
Here's a listing of what it installed for me - none of these directories contains xdctools or tconf:
