TMDS171: TMDS171 pull up levels

TMDS171 team,

Our customer is using the recommended values for pull up and pull down resistors as shown in our datasheet: 65 kOhm.  Vcc is 3.3V.  But now that a board is built, they're measuring the voltages at each of the control pins (SIG_EN, I2C_EN) and they are only at 2.59V.  The Input High threshold in our datasheet is 2.6V.  Is this normal and expected to see these voltage levels?  We could recommend stronger pull-ups, but I wanted to see if there is something more to this, or if you expect these measurements.

They are not seeing TMDS data on the output, while they are driving the input with data and clock.
