FTDI FT2232D SI/WU pins connected to ground,not 5V

In the schematic for the Picollo TMS230F28025 Control Card the SI/WU pins on the FTDI FT2232D USB to serial UART chip are both connected to ground,but the datasheet says that:

"Note that if the SI/WU pins are not being used they should be pulled up to the same supply as their respective VCCIO pin."

I'm just curious as to why the circuit designers didn't conform with the datasheet recommendation. Obviously it doesn't make much difference to the operation of the chip.
