Programming of Microsemi FPGA's through JTAG

We are planing to develop some Back-plane based system where 30 Microsemi FPGA's (M1AGLE3000V5-FGG896I) will be there in 30 I/O slot cards and full packed with Mechanical (App. 500 Screws), we are looking for some programming method where we can program this 30 FPGA's without removing mechanical.
I could see one TI part SCANSTA112 (7-port Multidrop IEEE 1149.1 (JTAG) Multiplexer) where it has only 7 JTAG's, is there any other part which can full fill the requirement of 30 no's or If we use this part in multi-drop Multiplexing this will work?
Kindly let us know the implementation methods for same Expect JTAG Chain Option.
Reason's for Avoiding JTAG Chain Option:
  • All the time 30 Cards May not Present All the time, this may break the chain
  • 30 FPGA'S JTAG Chain may not work Due to length Chain and Distance

    Before I begin with explanation, I want to provide forewarning that we have limited support for JTAG devices, as the original National Semiconductor group who supported this product no longer exists, thus limiting our in-depth knowledge about this device.

    The SCANSTA112 is the largest multiplexer in our portfolio, supporting one backplane and up to 7 Local Scan Ports (LSPs), and it supports hierarchical addressing, allowing you to implement multiplexing where multiple SCANSTA112s are in the signal path, thereby expanding your range of devices with which you can communicate. I think this will help you achieve communication with the 30 I/O slot cards.

    Would you mind providing a block diagram of your setup so we can get a better feel for where the SCANSTA112 should go?
