TCA9406 power up/down sequence

Hello,

One of my customer asked about Power up/down sequence of TCA9406.

The datasheet shows(page 9) the bellow, But we don't know what VCC is. 

I guess first VCC is VCCA, and second VCC is VCCB. Am I correct ?

The recommended power up sequence is:

1. Apply power to the first VCC and apply the second VCC

2. Drive the OE input high to enable the device

The recommended power down sequence is:

1. Drive OE input low to disable the device

2. Switch Off the power from either VCC and remove power from other VCC.

    The answer for the power-up sequence is that as long as OE stays low (tied low with a weak pull-down resistor) until VCCA and VCCB ramp high, it does not matter which VCC ramps up first. For the power-down sequence, as long as OE goes low before VCCA and VCCB ramp low, it does not matter which VCC ramps down first.

    The datasheet says in this section:

    "One advantage of the TCA9406 translator is that either power supply can be ramped up first. Another advantage
    is that either power supply can be set to 0 V, and the outputs are in high-impedance state."
