We are planning to use PCA9306 for level translator of MDIO(2.5M) 1.8V to 3.3V.

Based on the datasheet, the switches inside the PCA9306 should be able to pass through a bandwidth of 2.5MHz without signal degradation.
When you are selecting pull-up resistors, though, you may want to choose a strong pull-up resistor on the master side of the PCA9306 to ensure the rise time is sufficiently fast.
Also, make sure that VREF1 = 1.8 V and VREF2 is pulled up to 3.3 V through a 200kOhm resistor, as in the application circuits on pages 7 and 8 of the datasheet.
