SN74AVC4T245 "prevent excess ICC and ICCZ"

I'm trying to launch a design with some SN74AVC4T245 parts and in the datasheet there is this note:

The input circuitry on both A and B ports is always active and must have a logic HIGH or LOW level applied to prevent excess ICC and ICCZ.

I understand what it is saying, but not the implications.   Does this mean I must use pull-ups on my inputs so they are never floating?   Really I want to know does excess imply that the part will be damaged, or just more than is in the tables?   I don't care about power and I'd just as soon not have the pull-ups.
