TXB0104 not working at 1.8V with 12Mhz SPI Clock

Hello Group,

   I have a controller1 with 3.3V power and another controller2 that is powered at 3.3V or 1.8V. Now when I connect my SPI bus using TXB0104 with VCCA = VCCB = 3.3V, my SPI functions as normal. But when I select VCCA = 1.8V (controller 2 side) then it works for SPI clock @ 6Mhz but not for SPI Clock @ 12Mhz. 

Does the TXB0104 driver not work at 1.8V @ SPI clock of 12Mhz? Note: controller 2 is SPI slave powered by 1.8V. (refer image below)
