DP83822IF: Hardware boot strap and RESET pin

Hi all

Would you mind if we ask DP83822?

<Question1>
There is the following description on the P48.
"A parallel resistor is required to ensure proper bootstrap configuration. A 1.96kΩ to 2.49kΩ resistor should be used as the parallel pull resistor."
Our customer would like to use LED_0 as mode4 or mode3.
So, in this case, it requires to insert the resistor which is the range from 1.96kΩ to 2.49kΩ as the parallel pull resistor.
Our customer uses Rp=2.2kohm resister for pull down.Is it correct value?
And then, our customer would like to use like as following attachment file.(They would like to take in LED_0's signal(PHY Link signal) to CPU with hardware(no status register via MDIO).)

And then, if our customer choices the mode3, our customer assumes that LED_0 conncects to Pull-UP=6.2kohm and Pull-Down=1.96kohm.
Is our recognition correct?

Is RESET pin Hiz?
We could not find it on the datasheet.
