DP83867E: Low level on the Auto Negotiate

I am trying to incorporate a DP83867E into my design and cannot get it to finish auto-negotiate with my Ethernet switch.  I verified through the MDIO interface that all the straps are correct to enable the auto-negotiate.  When I look at the differential signal with an oscope after the transformer (suggested by the troubleshooting app note) the voltage is way low (+400mV).  I compared this to an other TI Ethernet part that passes auto-negotiate and those signals measure around 2.5V.  I'm wondering if an internal amplifier to the part is blown or what else I could possibly be missing.  When the design was first created, I was using 3 power supplies.  I saw the warning about bringing up 1.8V and then 2.5V and decided to remove the 1.8V supply since the part can work on 2 power supplies.  Do you have any incite on what could be causing this low voltage?
