When AM3354 using 16bit RGB output, how to connect SN75LVDS83B?
It depends on your system. Please reference this application note: http://www.ti.com/lit/an/snla014a/snla014a.pdf particularly the steps in the introduction.

You will need to look at how your display maps the data and make the connections accordingly.
In below table, I saw there are not connect any signal in red cycle.
Should it connect VCC or GND or MSB?
Unused inputs should be connected to GND. Note that the table just provides an example. You will need to reference your display datasheet to determine how to connect the bits.
