soory for the missing text on the previous post:
the ONET4291 and other VCSEL driver are defined as "1-Gbps to 4.25-Gbps Rate-Selectable Limiting Amplifier". Are there any problem in using it at lower tx frequencies?

The device can be used at lower frequencies. The 1 to 4Gbps was stated for use in Fibre Channel systems.

Yes, the ONET4291VA can be used at frequencies below 1Gbps.
However, please note that the datasheet specs are guaranteed only for frequencies between 1Gbps and 4Gbps. So the performance might not be as good at much lower frequencies, but it should work as long as you're using it above the low cutoff freq which is well below 100Mbps.
