Part Number: DP83867IS
As per DP83867IS datasheet, all starp pins are having 9K pull down resistor.
In our customized board we are configuring PHy address as 3(0011).We have connected RXD0 pin to Rhi-2.49K and RLo-Open(To Configure Mode 4) and RXD2 pin to Rhi-Open and RLo-Open(To Configure Mode 0).
When we Measure voltage at Rhi another end of RXD0 line, the voltage expected is 1.958V.We measured 0 at that pin.If we read 0X006E register ,it always remains at zero.
Kindly guide me to get rid of this issue.

Thanks for your reply.
As per datasheet,During power initialization DP83867IS reads strap configuartion.
The values are available in register 0x006E (STRAP_STS1) and register 0x006F (STRAP_STS2).
When we trying read above mentioned 0X006E register, always returns value as 0x0.This register doesn't reflect strap configuration.
