TUSB4020BI: TUSB4020BI can not identify two downstreams at the same time

Hi Team , 

        We found that the some TUSB4020BI can not identify two downstreams at the same time in our customer's product. (the device only can identify one of two downstreams. The identified port is not fixed and It depends on which the device in two ports is powered on firstly) After A-B-A test, the failure follows the device. 

        In addition, There are two test data : 

        A. The voltage of pin22-SMBUSz is 3.3V in failure device . 

        B. The consumption current in VD11 is about 200mA .
