TPS65988: Titan Ridge reset signal

I'm using the TPS65988 with the Titan Ridge JHL7440 (device side) chip set and I'm having a problem with the TPS65988 not taking the Titan Ridge out of reset after it's finished configuring itself via the on-board flash memory. I've gone through the document "PD Alternate Mode: Thunderbolt" and used it to configured and check the TPS65988 registers I could access with the Application Customization Tool 6.1.1 in advanced mode.

I say all the registers I could access because in section 4.1.1 of the document there is mention of setting bits "Lock 3V3 Output" in the Miscellaneous Configuration register and the “Vout3V3 enable” in the System Configuration register for proper ResetZ signaling for the TBT controller, however don't know where to look to make sure these bits are set. I assume they are getting set when I select the TBT Vout 3v3 in the Intel VID Config resister but I have no way of confirming that.

I'd also like to know how GPIO 0 I/O should be configured in the I/O Config register when using it as a reset signal for TBT. I initially had GPIO 0 disabled as none of the options looked like they were used for TBT reset signalling. However this would just leave the Titan Ridge in reset. I am able to force the Titan Ridge out of reset by setting GPIO 0 to an output without an event. This does bring up the Titan Ridge and gets it operating but does not seem like the correct solution to the problem.
