Could a voltage at LOS pin comes before Vcc cause a latch at Vcc (TIA+3.3V)? TIA+3.3 was disconnected from the source. Please see below. Thanks

Minglai,
I don't understand the question. The LOS pin requires a pull-up resistor to VCC so the voltage at LOS and VCC should come on at the same time.
I don't see how the LOS pin is associated with the TIA VCC.
