Please tell me about how to use 0x0F(GPIO3 Configuration).

When will you use Bit2 of GPIO3 Configuration (GPIO3 Remote Enable)?

I am going to send MUTE signal to 928 via 927 GPIO from SoC. (MUTE signal : SoC → GPIO3 of 927 → 928)

Which should Bit2 of GPIO3 make 1 or 0?

For the 927, you would want 0x0F = 0x03. This is enabling GPIO3 operation, and setting it as an input.

On the 928 side, you would set 0x1F = 0x05. This is enabling GPIO3 and setting it as a remotely controlled output.
