Hi Larry,
The DS90C032 is designed to operate with Vcc = 5 V +/- 5%. It will not work at Vcc = 3.3V
However, there is a pin-to-pin compatible part that will work at Vcc = 3.3V Please take a look at the DS90LV032A. For this part, Icc is actually higher, around 10 mA.
