     I suppose "CHARGE PUMP", this is a capacitive circuit to multiply or invert supply voltage to obtain a proper level to drive communication line. Voltage from 3.3V can be raised to 2 or 3 times to reach correct level of RS232.

     Switching frequency is the toggle rate of charge pump oscillator used to generate a square wave to drive caacitive multiplier.

    The clock is about 500kHz. However the clocked is gated by the boost regulation so the charge pump frequency varies with load.
