Inverter by using six ISO5500 to drive IGBT

Hi

I design an inverter by using six ISO5500 to drive IGBT.

And I use a push-pull converter, which composed by SN6501 and TL431, to supply ISO5500 +15V (Vcc2, Vc) and -15V (Vee-l, Vee-p).

But, if I supply +5V to push-pull converter and ISO5500 together, the Vout of ISO5500 doesn't work.

The other way around, if I supply +5V to push-pull first and supply same source to ISO5500 later, the ISO5500 can work normal.

What problem does this inverter have? And how to solve this problem?
