Question about current path of SN75374

Please let me know about three point below of SN75374.

①When Input, Enable, and Vcc1~Vcc3 are supply below voltage,

 I think that current path are below red line, is it correct?

②If VCC2 and VCC3(15V) are drop to 0V at the same timing, is below operation correct?

 ・VCC2 and VCC3 are dropped lower than steady voltage

  ⇒Upper transistor(between VCC2 to Output Y) will be OFF. 

   But Lower transistor(between Output Y to GND) will not be ON. 

③If question② is correct, is SN75374 have possible to damage?

    1. You are correct about the current path.
    2. Yes, both transistors will turn off.
    3. So your concern I believe is that the output will be high, but when the supplies go low, the transistors turn off (and have a reverse voltage condition). I don't believe any damage should occur to the device because of the diode from the output Y back to the VCC.
    When the VCC goes low, the output will be pulled low, following the forward diode voltage. So long as the diode can handle the current that flows through it, there should be no problem.
