All of this information is in he datasheet, just in various forms here and there, so let me help to explain.
1. VOL - the output low voltage is the VCE(sat) specification. The actual voltage will depend on loading conditions as well as the input voltage.
2. VOH - The VOH voltage is dependent upon whats powering the external devices. This device does not source current to the output, but is simply used as a switch to ground to activate the peripherals. The outputs can tolerate a voltage up to 50V.
3. VIL - This can be seen as the II(off) specification where the current into the device needs to be below a certain threshold to ensure that the device is off. It usually is also ok to just say that the output is off when the input voltage is much below the VIH specification.
4. VIH - This is specified as the VI(on) specification in the datasheet. This is also dependent upon the output loading conditions.

As for your question, it may just depend on your motor driving scheme.
There is an application note that describes different stepper motor driving patterns.

I am also not sure if you are using a stepper motor or a DC motor. It's possible, but I think unlikely that the ULN2003A is not working properly.
