SN65HVD11: Va and Vb both stay around 0.9V

In a 3V3 system, When DE = 0, Va and Vb both stay at around 0,9V, even with 499Ohm failsafe biasing resistors and 120Ohm Terminating resistor.

The SN65HVD11 works fine when switching ones and zeros, when DE = 1

Seems that both DE= 0 and RE = 1 needs to be disabled for A and B to go "z" and therefore should float up to the bias voltages of Va = +1V82 and Vb = +1V47

So the IDLE state is only entered when both DE= 0 and RE = 1 are disabled?

Any help appreciated.
