Is it possible to implement RS-232 flow control using MAX3232E?

There are DSR pin and DTR pin.

Or could you show us reference that can use DSR/DTR for rs232c communication if you have?

Yes. It's OK to use MAX3232E to implement DSR/DTR functions. You can refer to this design (http://www.ti.com/lit/ug/tidua07a/tidua07a.pdf) for RS232 modem design. Please let us know if you have any questions.
