1. Why the FETs at the input of the charger?
2. Why the boost converter? To provide OTG boost?

Jeff,
1) DRP can source or sink power so only one path can be enabled at a time.
2) VBAT is typically 3.7V. VBUS is at least 5V (can be up to 20V with USB-PD).
You may want to talk to Steve Schnier who has already developed a charger and sink using this part.
